Position Summary

We are seeking a visionary, enterprise-level President to lead both Southwind and Iscani Construction through the next phase of growth and operational transformation. This executive will be responsible for strategic direction, operational excellence, revenue growth, federal compliance, and leadership team development. The ideal candidate will bring deep experience in federal and commercial construction—especially with the DoD and U.S. Army Corps of Engineers—and the capacity to lead within a tribally owned business environment.

Key Responsibilities

Strategic Leadership 
  • Drive long-term vision and strategy for both companies in alignment with Quivera Enterprises and tribal economic development goals.
  • Lead growth across both federal and commercial markets, focusing on sustainable, profitable expansion.
  • Serve as the primary executive interface with tribal leadership, Quivera’s Board of Managers, and external stakeholders including federal clients.
Operational Oversight
  • Oversee day-to-day construction operations, ensuring high-quality delivery, profitability, and adherence to all contract requirements.
  • Implement systems and KPIs for project execution, quality assurance, job costing, safety, and risk mitigation.
  • Drive efficiency through process development, technology adoption, and consistent project oversight.
Federal & Commercial Business Development
  • Lead strategic pursuits of federal contract vehicles including MATOCs (Multiple Award Task Order Contracts), IDIQs, MACCs, SABERs, and JOCs aligned with DoD, USACE, and other federal agencies.
  • Ensure proposal teams and operations staff are prepared to execute under task order- based delivery models, with the scalability to manage multiple awards across multiple geographies.
  • Provide executive oversight of task order execution under complex contracting vehicles such as USACE SATOCs, MATOCs, MACCs, SABERs, and JOCs—ensuring performance excellence, contract compliance, and profitability across all awarded task orders.
  • Develop and execute growth strategies that capitalize on the company’s tribal 8(a) sole source eligibility, including $100M+ DoD awards and $22M+ civilian sole source contracts, to build a competitive federal pipeline.
  • Collaborate with internal and external stakeholders on pipeline development, proposal writing, and compliance with federal acquisition timelines and regulations.
Financial Management
  • Manage full P&L responsibility for both companies, overseeing budgeting, forecasting, and financial reporting.
  • Optimize resource utilization and implement strong financial controls and reporting systems.
  • Lead efforts around project cost backup, vehicle/fuel card usage, per diem, housing stipends, and inventory tracking.
Team Leadership & Culture 
  • Build and develop a high-performing leadership team focused on execution, accountability, and growth.
  • Foster a company culture rooted in trust, respect, performance, and tribal mission.
  • Implement and enforce a clear chain of command and standardized operating procedures.
Compliance & Governance
  • Ensure adherence to federal acquisition regulations (FAR/DFARS), safety standards, and all state and local compliance requirements.
  • Maintain certifications, licenses, and registrations necessary for continued operations under 8(a) and tribal governance rules.
  • Represent the companies at key industry, community, and tribal events as needed.

 

Qualifications

Education & Experience
  • MBA or equivalent advanced degree required; bachelor’s in Construction Management, Civil Engineering, Business Administration, or related field.
  • 15+ years of progressive leadership and management experience in the construction industry, including 10+ years in senior executive roles.
  • Demonstrated success overseeing federal and commercial construction projects for government clients, including the Department of Defense (DoD) and U.S. Army Corps of Engineers (USACE).
  • Proven track record managing individual construction projects exceeding $20 million, including projects requiring complex coordination and high-level risk management.
  • Familiarity with SBA 8(a) program, tribal enterprise operations, and federal procurement regulations (FAR/DFARS).
  • Proven experience managing or supporting task order-based federal contracts such as MATOCs, IDIQs, SABERs, JOCs, and BPA frameworks.
  • Experience leading organizations through growth, acquisition, or integration phases is strongly preferred.

  • Deep understanding of tribal enterprise contracting benefits, including the Buy Indian Act, Indian Incentive Program (IIP), and small/disadvantaged subcontracting credits, with a proven ability to integrate these advantages into proposal and capture strategies.
